Position:
Partnership Finance Officer

Location:
Freetown

Contract duration:

Reporting to:
Senior Partnership Finance Officer

General Description of GOAL’s Work:
GOAL has been working in Sierra Leone since 1999, GOAL has over 15 years’ experience designing and implementing system strengthening and community-based programmes across Sierra Leone’s health; water, sanitation and hygiene (WASH); and child protection sectors, and is rapidly scaling-up within and across these sectors to respond to the current Ebola outbreak. GOAL’s key emergency Ebola response activities include constructing and managing an Ebola Treatment Centre; construction, infection prevention control, and WASH support within government health facilities; family tracing and reunification of Ebola orphans; material and psychosocial support for Ebola survivors; and national social mobilisation activities.

Summary of the Role:
The Partnership Finance Officer will be responsible for ensuring that  Partners in the Freetown area that receive funding from GOAL Sierra Leone adhere to the financial policies & procedures of GOAL and ensure the grant monies are expensed for their intended purpose by them.

Specific Responsibilities:

Keep a database of all partners contract and track their payments.

Maintain all partners contract reports and keep a copy of their correspondences to GOAL

Maintain all partnership files

Assist the partnership team in review of partner reports

Facilitate payments to be made to partner organizations

To assist partnership finance team with ongoing training and support to partners in the implementation of GOAL standard financial reporting

Assist partnership team in partners budget planning and participate in budget preparation.

Support partnership team in partners grant closeout exercise.

Essential requirements:

Possess a Degree or a Diploma in Accountancy or Business Administration or equivalent in relevant professional work experience

or

ACCA part/fully qualified. Other recognised professional accounting accreditation considered

Minimum 2 years’ experience in working as a Partnership Finance Officer or higher position

Have excellent computer skills, particular in Microsoft excel and word skills

Experience within the development/NGO sector

Desirable requirements:

Proven track record in Grants Management

Auditing experience

Excellent communication skills

Commitment to GOAL’s child protection and HIV workplace policies
